This happened on my machine when two devices got the same lan ip. The windows message in my case was not precise. if you go to cmd and run: ipconfig /all
you will see that there is a '(duplicate)' string beside the lan ip. In my case the lan ip was manual. Setting it to automatic resolves the issue or you can choose another ip or you can switch off the device that has the same ip (you get this information from the router itself) then switch it on and it gets a different ip. Glad I caught the issue in half an hour and solved it, it was very disappointing.
